Real estate appraisal is particularly important in land administration and land management. It is a technical discipline whose necessity has grown with economic development, creating a need for the specialist profession of real estate appraiser. On 23 October 2025 (ROC 114), Ming Chiang held its 11th Anniversary Forum at Hotel National under the title “Exploring Three Key Dimensions of Real Estate Appraisal through Three Philosophical Perspectives — Commissioned Assignments • Key Roles • Appraisal Reports • Key Functions • ESG • Key Actions.” Starting with three philosophical perspectives—worldview, outlook on life and values—the forum examined three key dimensions of real estate appraisal: key roles, key functions and key actions. Ming Chiang explained to its staff, internal clients and other professionals in land administration and land management how to apply new thinking in real estate appraisal across changing times while respecting established appraisal reasoning and social responsibilities. The aim was to help appraisers play a key role in commissioned assignments, enable appraisal reports to serve their key functions, and encourage appraisal practitioners to take key actions under ESG principles.

Ming Chiang principal Yu-Te Su explained that the key roles appraisers play in commissioned appraisal assignments can be analyzed through three philosophical perspectives: worldview, outlook on life and values. From the perspective of worldview, appraisers act as professional decision-makers and should assess the true value of real estate using scientific methods and appraisal principles such as market supply and demand, producing accurate and reasonable valuations. From the perspective of outlook on life, appraisers should prepare reports in accordance with their social responsibilities: fairness and fidelity, impartiality and selflessness, and sound, appropriate judgment. From the perspective of values, ESG calls on appraisers to look beyond monetary value alone and consider the environmental, social-responsibility and governance factors associated with property, helping their valuations contribute to the public interest and sustainable development. Based on how these three philosophical perspectives influence the three key dimensions of appraisal, the forum focused on five themes: “Exploring Three Key Dimensions of Real Estate Appraisal through Three Philosophical Perspectives — The Key Roles Appraisers Play in Commissioned Appraisal Assignments”; “Exploring Three Key Dimensions of Real Estate Appraisal through Three Philosophical Perspectives — The Key Functions of Appraisal Reports in Commissioned Appraisal Assignments”; “Ming Chiang Staff Share a Passage That Has Most Deeply Influenced Them, a Representative Appraisal Assignment, or Their Most Memorable Appraisal Case”; “Exploring Three Key Dimensions of Real Estate Appraisal through Three Philosophical Perspectives — Key Actions Appraisal Practitioners Should Strengthen under ESG Principles”; and “Using Napoleon Hill's Philosophy of Success to Strengthen Personal Philosophical Perspectives and the Three Key Dimensions of Appraisal, Providing Clients with Service Like Fine Tea and a Strong, Lingering Sweetness.”

Yu-Te Su said that, in today's continually changing real estate market, appraisers' worldviews determine whether they can play a key role in commissioned assignments. The first session was introduced by Ding-Ming Huang, general manager of Ruihe Development Co., Ltd. He explained that appraisal involves more than asking where a price comes from: the profession can also be understood anew at a higher level through the three philosophical perspectives. Yu-Te Su, Ming-Long Wu and other members of the organizing team then drew on worldview, outlook on life and values, together with perspectives from the Heart Sutra, to explain appraisal's three key dimensions—roles, functions and actions—with particular attention to key roles. They first combined scientific methods with appraisal principles such as change, supply and demand, and competition, examining five areas including professional assessment and judgment. They concluded with an example of how appraisers can use price indices effectively to analyze market changes.

Yu-Te Su said that, when judgments of value come under pressure, an appraiser's outlook on life determines whether they can maintain clarity and integrity in gray areas. The second session was introduced by Xu-Quan Huang, principal of Guyaxuan Law Firm. From a legal practitioner's perspective, he discussed how appraisers should balance professional responsibility and personal conscience in their dealings with clients, regulators and the public. Shang-Ren Lin, Yu-Te Su and other members of the organizing team then examined the key functions of appraisal reports in public- and private-sector assignments. They began with three areas, including the types of assignments appraisers can handle, and then discussed regression analysis within quantitative modeling. The session concluded with an example of valuing compensation for alteration using a sound estimate of development-rights value.

Yu-Te Su said that, when pressure arises at work, appraisal practitioners' outlooks on life determine whether they can continue to solve problems and overcome difficulties calmly and confidently. The third session was introduced by Ji-Xiang Chen, former deputy general manager of 85°C in mainland China. From a professional manager's perspective, he discussed how practitioners can define their own outlooks on life to meet challenges and respond calmly when faced with pressure, problems or difficulties. Yu-Te Su and several colleagues from the organizing team then shared passages that had influenced them most deeply, representative appraisal assignments and particularly memorable cases. They concluded by considering how to prepare appraisal reports with fairness and fidelity, impartiality and selflessness, and sound, appropriate judgment.

Yu-Te Su said that, under ESG principles, appraisal practitioners' values determine whether their valuations contribute to the public interest and sustainable development. The fourth session was introduced by architect Jun-Cheng Li of Xincheng International Design / Xincheng Architects. From an architect's perspective, he discussed how appraisers can incorporate social responsibility and environmental sustainability into professional practice under ESG principles. Ya-Chun Li, Yun-Xuan Zheng, Yu-Te Su and other members of the organizing team then began with the definition of ESG and examined key actions that can help valuations contribute to the public interest and sustainable development. They first discussed five areas, including incorporating environmental sustainability indicators, to explain the key actions expected of appraisal practitioners under ESG principles. They then addressed G—Governance—by outlining key points in Ming Chiang's internal employee handbook. Finally, they turned to E—Environmental protection—and concluded with the valuation of brownfield regeneration that takes sustainable use into account.

Yu-Te Su said that, under ESG principles, the appraisal industry's values determine whether its approach to G—Governance—keeps pace with the times while taking E—Environmental protection—and S—Social responsibility—into account. This can help valuations contribute to the public interest and sustainable development while also improving public understanding of, and trust in, appraisal services and supporting a positive cycle for the industry. The fifth session was introduced by Yu-Te Su, founder of the organizer, Ming Chiang, who discussed the firm's past and present. The professional views of participating experts—including Ji-Xiang Chen, former deputy general manager of 85°C in mainland China; Lian-Qin Xiao, general manager of Chengjia Engineering Consultants Co., Ltd.; Yi-Hui Liang, general manager of Xinyi Construction Co., Ltd.; and Ke-Han Lu, general manager of the Hui Shuang North–South Joint Franchise Headquarters—then informed a concluding discussion on approaches suited to Ming Chiang's operations now and in the future.

The forum brought together a strong panel of real estate appraisers, urban planning engineers, land administration agents, real estate brokers and brokerage operators, former professional managers from chain businesses, land developers, lawyers, architects, engineering consultancy principals, construction company principals, and urban and rural planning practitioners. Through these expert discussions, the organizers sought to build consensus among staff and related industry practitioners, advance knowledge sharing and talent-development systems, clarify the respective roles and responsibilities of appraisers and assistants in appraisal assignments, establish reasonable compensation and operating standards appropriate to those roles, and improve public understanding of, and trust in, real estate appraisal services, strengthening a positive cycle for the industry.

Improving Real Estate Service Quality: Mayor Lu Honors Outstanding Land Administration Professionals (12 January 2021)

The following content is reproduced from the Taichung City Government website (https://www.taichung.gov.tw/1705248/post).

Improving transparency in real estate transaction information often depends on the assistance of land administration agents, real estate appraisers and brokerage professionals. To thank them for their contributions, Mayor Shiow-Yen Lu presented awards to outstanding land administration professionals at the municipal meeting on the 12th. The awards aimed to establish role models, improve service quality in the real estate industry and safeguard the public's property.

Land Administration Bureau Director Cun-Jin Wu said that Taichung had 81 registered practicing real estate appraisers, the second-highest number nationwide; 1,320 real estate brokerage businesses, the highest nationwide; 1,462 real estate brokers, the second-highest number nationwide; and 1,578 practicing land administration agents, the highest nationwide. Each year's outstanding real estate professionals are nominated by the relevant associations, after which the appropriate committees review the nominations and select the award recipients.

The recipients were Yu-Te Su, Outstanding Real Estate Appraiser; Li-Qing Huang, Cui-Lian Wang and Zhong-Long Yang, Outstanding Land Administration Agents; Qunxiong Real Estate Brokerage Co., Ltd. (the H&B Realty Nantun Wenshan franchise), Outstanding Real Estate Brokerage Business; and Zhen-You Hong and Wei-Dao Lei, Outstanding Real Estate Brokerage Professionals.

The award-winning appraiser made substantial contributions by helping the government value and review benchmark land parcels, giving invited lectures on related topics, writing and reviewing the industry–academic collaboration publication “Greater Taichung Residential Market Transaction Information,” and proposing improvements to real estate appraisal administration and professional practice.

The award-winning land administration agents actively undertook public-interest services related to land administration, compiled relevant publications and proposed amendments to land administration laws and regulations. They also helped members of the public transfer property rights, resolve title disputes in real estate transactions, and handle registration and surveying applications as agents. The authorities assessed their work as excellent and their results as significant.

The award-winning brokerage business and professionals were important contributors to a sound real estate transaction market. They made substantial contributions to transaction security and fairness, healthy development of the brokerage industry, protection of consumer rights, brokerage mediation and coordination, reduction of real estate disputes, public-interest activities and the fulfillment of social responsibilities.

Director Wu said that greater transparency in real estate transaction information often requires land administration agents, real estate appraisers and brokerage professionals to handle matters such as land registration, asset valuation and appraisal, brokerage for sales and leases, and commissioned property sales. Public recognition, he said, acknowledges the efforts and contributions of outstanding real estate professionals. He hoped their example would encourage other practitioners in Taichung to strive for excellence and promote healthy development of the city's real estate services.
